You may be confused a little here. The "Tire Shine" is something you put on your tires after they are clean and dry.
It was meant to make them look like you just rolled out of a showroom while protecting them from harmful UV rays that cause browning and cracking.
The "Wheel Cleaner" is what you use first to clean both your wheels and tires at the same time. Usually, you would clean your wheels/tires with our wheel cleaner; then rinse them off and continue washing the rest of your vehicle as you normally would with your regular soap and water.
After you're done, you would then go ahead and thoroughly dry your vehicle including your wheels and tires.
The last step would be to apply the Tire Shine to your tires. Also works on any other rubber/plastic on your vehicle.
